When did flowers begin to have meanings and messages?

I read something about the Victorian age, but did certain flowers have certain meanings before this age, like in the late 1600's?

When did flowers begin to have meanings and messages?
1) When people realised that they could be used as indicators of useful information, i.e. drought, soil quality

2) When florists discovered that they could make a business out of certain blooms as long as they sold them the right way.
Reply:Not sure. But I know the 60's "flower power" communist counter-culture was a reflection of the illuminati motto:Ewige Blumencraft...which means "flower power" in German.
Reply:sure from the beginning of Biblical time
